I can sell any product/service and make the financed payment's, for the buyer.
Atmospheric Water Generators for homes and business. Commercial AWG's for farming and other water needs. At no cost to the buyer.
Who is interested in actually solving the problem, without Gov't? Who is wanting to run this venture?
